Kelly Morrison Lee has more than 15 years of experience in taxation and leads the organization’s Tax Controversy practice. Kelly helps clients navigate the complexities of federal tax administrative processes and procedures as well as tax-related controversy issues.
Kelly has a diverse background that includes practicing with the federal government in Washington, D.C., where she built experience and connections handling regulatory, litigation and strategic matters. She held leadership positions for the IRS Chief Counsel and IRS Commissioner, including serving as special counsel to the National Taxpayer Advocate and senior advisor to the Chief Tax Compliance Officer. In these roles, Kelly focused on collaborative, cross-functional models and built programs to manage clients and stakeholders.
Kelly served in Passthroughs and Special Industries; Taxpayer Services; and Employee Benefits, Employment Tax and Exempt Organizations Counsel. She advised on administrative appeals, statutory and delegated authorities, reporting requirements, closing agreements, private letter rulings, interest abatement and penalty relief, collection alternatives, identity theft and identity verification, statutes of limitation, governance strategies and risk assessment. She also guided clients on emerging issues, including virtual currencies, clean energy, cross-border transactions and privacy and disclosure laws.
Kelly tried cases before the U.S. Tax Court, managing docketed and non-docketed cases addressing bankruptcy, governmental immunity, lien and levy procedures, state and local property law, civil and criminal penalties, equitable estoppel and summons enforcement.
