Michael D. Cesaro

Michael D. Cesaro has more than 35 years of public accounting experience, with a focus on audits of county and municipal governments, school districts, not-for-profit organizations and federal and state financial assistance programs. He leads audit engagements and draws on his firm management and professional development experience to guide engagement teams and advise management and governing bodies on financial reporting, internal controls, budgeting and regulatory compliance.

Michael has significant expertise in conducting audits under the Single Audit Act and Uniform Guidance, including evaluating federal grant compliance, internal control structures and financial management practices.  He helps organizations strengthen accountability, improve operational efficiency and meet the reporting requirements associated with public and grant-funded resources.

Before joining PKF O’Connor Davies, Michael served as Managing Partner of Bowman & Company LLP, where he helped develop the firm’s governmental accounting and auditing practice and mentored professionals who advanced into leadership roles.

Michael frequently leads continuing professional education courses in municipal accounting, auditing and budgeting. He remains active in professional, community and philanthropic organizations.
